A series of attacks by militants linked to the Islamic State of Iraq and Syria (ISIS) on Libya’s oilfields is threatening to further undermine chances of stability in a country gripped by a multi-sided armed conflict.
ISIS, the militant group that took control of parts of Syria and Iraq last year, has found footholds in Libya as a result of a power vacuum engendered by civil war. Now the group’s own attacks on the country’s crucial oil infrastructure are denying resources to its rivals and creating conditions that could help it expand.
“The Islamic State is trying to use the disunity of Libyans, and the fact that there is fighting going on between rival armed groups to target Libya’s only source of income, Libya’s national wealth represented by the oil facilities,” said Mohamed Eljarh a Libya-based fellow with the Atlantic Council think tank.
“By attacking the oil sector in Libya, they will ensure that any unity government will be deprived of much of the funds they need to buy the weapons they need to face this group.” he said.
The attacks forced the national oil company to shut down operations at 11 oilfields earlier in March. In one assault on the Ghani oilfield, the militants killed at least nine people and took several workers as hostages, including four Filipinos, an Austrian, a Bangladeshi, a Czech, a Ghanaian, and one unidentified person. Libya’s overall oil production dropped to a reported 325,000 barrels per day in January, down from 1.7 million per day before the 2011 uprising.
Oil, along with the central bank and other elements of state infrastructure, has also become a focus of conflict between the warring parties, who are divided into two broad camps aligned to two competing parliaments, one in the capital Tripoli and the other — internationally recognized — in Tobruk. Powerful militias from the city of Misrata recently sent some 3,000 men in a bid to take control of the oil port at Sidra, currently controlled by forces of former rebel leader Ibrahim Jathran.
ISIS-aligned militias have also emerged as a rogue factor in Libya’s larger political conflict in which two rival governments and their allied militias are locked in an ongoing battle for control. Neither of the two main political groupings has been able to strike a decisive blow against the other. Neither has been able to dislodge ISIS from its local bases.
Among those strongholds, the city of Sirte has emerged as a flashpoint in the current crisis. ISIS controls key neighborhoods in the city. Its artillery-mounted pickup trucks patrol the streets and its black flag is flying over a large convention center, according to Claudia Gazzini, a Libya-based analyst with the International Crisis Group.
Sirte and its environs is also where ISIS militants kidnapped at least 20 of the 21 Coptic Christians whose execution they announced in a graphic online video in February. The city is also thought to be the base for attacks on the oilfields in the desert to the south.
In one such raid in February, gunmen killed the guards on the perimeter of an oilfield, then rounded up the workers, lecturing them on the Islamic State’s notion of “true Islam,” according to officials who briefed Gazzini. The attackers threatened the facility’s manager: Tell no one of this for six hours, enough time to allow the attackers to escape. Then they left, taking everything they could: Cars, equipment, guns.
Subsequent attacks have unfolded in a similar style. In each raid, Gazzini says, “They’ve gone in, looted, and gone out.”
“These are targets of opportunity for them, given the proximity to Sirte. It’s a strategy of disruption,” said Frederic Wehrey, an analyst with the Carnegie Endowment for International Peace. “They’re trying to raise their stature through these spectacular attacks and increase visibility and attract recruits.”
The ISIS presence has been a source of mounting concern for the militias in nearby Misrata. On March 14, Misratan forces clashed with ISIS fighters in Sirte, reportedly killing 25 members of the local ISIS affiliate.
“The Misratan commanders told me we’re going to have to confront this threat eventually,” said Wehrey in an interview last week. “They were reluctant to go in with force because of tribal blowback, that this would trigger some kind of tribal feud.”
Meanwhile, the identity of the militants joining ISIS is a subject of dispute among Libya’s factions. Many in the broad camp allied with Tripoli assert that ISIS includes supporters of the former regime of Muammar Qaddafi, which was brought down in an armed, NATO-supported uprising in 2011.The ICG’s Gazzini says there is evidence to suggest that some Qaddafi loyalists may have joined forces with ISIS. Unlike some armed groups that take a hard line against members of the old regime, ISIS has reportedly projected a message in Libya that anyone is welcome to join, provided they pledge loyalty and accept the group’s doctrine.
“Maybe some are faking it, but also the IS rhetoric appeals to a group of former regime officials who somehow felt persecuted in these last few years,” says Gazzini. “The message Dashis [ISIS] might have been projecting out was that of acceptance as long as they repent for their sins.”

Staunton, March 15 – Budgetary shortfalls as a result of the current economic crisis have forced Pskov Governor Andrey Turchak to change the administrative borders within his oblast, a measure that he acknowledges is “unpopular” but one that could presage other and more significant border changes elsewhere in the Russian Federation for the same reasons.
As anyone who has lived through school consolidation or congressional redistricting knows, such changes challenge existing ways of doing business by creating new classes of winners and losers. Indeed, the “Pskovskaya Guberniya” newspaper reports, Turchak’s efforts have already led to “several hotspots” (gubernia.pskovregion.org/number_731/04.php).
Elsewhere, the changes, which include amalgamating nine rural settlements into five, joining rural and urban areas together into single administrative districts, cutting the number of districts from nine to two, and eliminating any status for smaller villages and towns and closing hospitals and schools, have not yet led to protests.
But the paper, which has already published a detailed map showing these changes, said that it expects more people to complain once they realize that the schools to which they have been sending their children, the hospitals they have gone to for help, and the officials they have gotten used to are no more.
At the same time, although the paper does not mention this, such amalgamations are going to lead to the dismissal of many officials, doctors, teachers and other government employees. They are unlikely to be happy about that, and it is not inconceivable that they will be involved in protests as well.

Следственный комитет по-новому взглянул на мотив предполагаемых убийц Бориса Немцова. Согласно новой редакции обвинения, киллеры действовали не по заказу, а из «политической или религиозной ненависти». По мнению экспертов, подобный маневр следствия может указывать на нежеление сыщиков искать заказчика убийства, а за убийство будут отвечать лишь арестованные уроженцы Кавказа.
Информацию о том, что сыщики пересмотрели обвинение, сообщило агентство «Интерфакс» со ссылкой на источник, близкий к следствию. Арестованных по подозрению в убийстве Бориса Немцова по-прежнему обвиняют по ч. 2 ст. 105 УК (убийство), но изменились пункты статьи, которые вменяют арестантам. Первоначально это были пункты «ж» и «з» статьи 105, то есть убийство, совершенное «группой лиц по предварительному сговору» и «из корыстных побуждений или по найму».
Теперь же, по версии следствия, фигурантов следует обвинять по пункту «л» — убийство «по мотивам политической, идеологической, расовой, национальной или религиозной ненависти».
В следствии «Газете.Ru» информацию комментировать отказались. Защитники фигурантов отметили, что о переквалификации следствие их не предупреждало. Так, адвокат Заура Дадева Иван Герасимов сообщил «Газете.Ru», что такой информацией не располагает.
«Пока у меня такой информации нет, — рассказал Герасимов. — В последний раз я видел своего подзащитного в пятницу. Он жаловался, но на что конкретно, мы с ним пока решили не говорить. Мы обсудили все его жалобы, все, что он говорил правозащитникам, и будем работать по всем этим вопросам».
Позже Герасимов заявил, что у его подзащитного, который фактически является главным обвиняемым по делу, есть алиби, однако пока защита не предоставила соответствующих доказательств следствию.
Адвокат другого арестованного, Тамерлана Эксерханова, Роза Магомедова также отметила, что не видела в материалах уголовного дела пункта «л». Адвокат Хамзата Бахаева Софья Рубасская в беседе со СМИ заявила, что «там немного поменялись статьи», но не уточнила подробностей.
По мнению экспертов, незначительная на первый взгляд корректировка обвинения на самом деле позволяет следствию сильно облегчить себе работу и не искать заказчика преступления. В деле о Боевой организации русских националистов (БОРН), чьих боевиков суд признал виновными в серии громких убийств, также фигурировала такая формулировка обвинения. Это дало повод для критики следствия по делу БОРН и предположений, что заказчики убийств могли остаться в тени.
«Заказчиков тогда можно не искать, если свести все к личным мотивам, которые выражались как раз в религиозной почве, — говорит адвокат осужденного националиста Никиты Тихонова (был признан виновным в убийстве адвоката Станислава Маркелова и журналистки Анастасии Бабуровой) Алексей Паршин.
Переквалификация обвинения говорит о том, что направление расследования подгоняется под версию, удобную властям, считает адвокат Александр Островский.
«На сроках, которые им могут дать по суду, это никак не отразится, а чисто идеологически вполне понятно: задержанные объяснений не дают, что это такое вообще — религиозная месть, мало кто знает, зато она всех устраивает», — говорит Островский.
Близкий друг Немцова адвокат Вадим Прохоров считает, что переквалификация обвинений вовсе не говорит об отсутствии заказчика убийства.
«В данном случае я не готов толковать действия следствия. Считаю, что правильнее было бы квалифицировать это преступление как «убийство политического деятеля». Сама по себе переквалификация, которая имеет место быть, она, с моей точки зрения, не исключает заказной характер. Главный вопрос при этой переквалификации будет заключаться в том, кто все-таки является организатором убийства, — заявил Прохоров «Газете.Ru». — Если он исходил из мотивов политической или какой-либо иной ненависти, то эта позиция тоже возможна.
Другой вопрос, кто является исполнителем (с этим якобы разобрались) и кто является заказчиком. Я повторюсь: вина всех привлеченных должна быть изобличена доказательствами».
Стоит отметить, что следствие в понедельник окончательно предъявило обвинение последнему, пятому фигуранту дела — Шагиду Губашеву. Ранее сообщалось, что следователи предъявили обвинение Хамзату Бахаеву, Зауру Дадаеву, Анзору Губашеву и Тамерлану Эскерханову по статьям 105 УК (убийство) и 222 УК (незаконное хранение оружия).

Фигурантам дела об убийстве политика Бориса Немцова скорректировано обвинение. Об этом сообщает «Интерфакс» со ссылкой на источник.
«Обвинение фигурантам предъявлено по статье 105 часть 2 пункты «ж» и «л» Уголовного кодекса России: преступление, совершенное группой лиц по предварительному сговору или организованной группой по мотивам политической, идеологической, расовой, национальной или религиозной ненависти», — заявил источник.
Отмечается, что ранее обвинение предъявлялось по пунктам «ж» и «з» — «из корыстных побуждений или по найму».
Ранее стало известно, что глава СПЧ заявил, что ему отказано в посещении обвиняемых по делу Немцова.

Правоохранительные органы определили роли ряда обвиняемых в убийстве политика Бориса Немцова. Об этом сообщает «Интерфакс» со ссылкой на источник.
«Как полагают правоохранительные органы, именно Дадаев выследил Немцова и его знакомую Анну Дурицкую в ресторане торгового центра ГУМ в центре Москвы, а затем шел за ними следом на расстоянии примерно 100 м до Большого Замоскворецкого моста», — заявил источник.
Предполагается, что именно Дадаев выстрелил в Немцова со спины, после чего сел в автомобиль, где находились Анзор и Шадид Губашевы.
Источник отметил, что обвиняемые тренировались в подмосковном доме. Там позднее были обнаружены пули, совпавшие с теми, которыми был убит Немцов.
Ранее стало известно, что фигурантам дела об убийстве Немцова скорректировано обвинение.

The European Union said on Monday it would stick to its policy of not recognizing Russia's annexation of Crimea and voiced concern over what it said was a military build-up and deteriorating human rights situation there. “The European Union does not recognize and continues to condemn this act of violation of international law,” EU foreign policy chief Federica Mogherini said in a statement marking the anniversary of Russia's annexation off the Ukrainian region. Mogherini said the EU would remain committed to its policy of not recognizing the annexation, including through sanctions. “The EU reaffirms its deep concern at the continuous military build-up and deterioration of the human rights situation in the Crimean peninsula, including the denial of free speech and the persecution of persons belonging to minorities,” she said. Maintain sanctions Meanwhile, Donald Tusk, president of the European Council, said Europe must maintain pressure on Russia with sanctions until the Kyiv government has full control of Ukraine, he said in a joint interview with several newspapers published on Monday. Tusk also warned against the danger of a Greek exit from the euro, a scenario he called “idiotic”, and said Europe needed to work out a clearer approach to its overall security policy in nearby crisis regions including Libya and Russia. Tusk, the former prime minister of Poland, has been one of the strongest critics of Russia's role in the crisis in Ukraine and repeated that he had little confidence in Moscow. “I'm skeptical about the goodwill of the Russians and I'm convinced that what's needed is to maintain pressure, not discuss details,” he was quoted as saying by Italian daily La Stampa, one of six European newspapers which took part in the interview. He said the Minsk accord brokered by German Chancellor Angela Merkel and French President Francois Hollande, which calls for an end to fighting between Ukrainian forces and Russian-backed separatists, needed to be fully implemented. “If we want to support the efforts of Merkel and Hollande, we have to keep up sanctions until there is full respect for the agreements. That is until Kyiv is responsible for its national frontiers,” Tusk was quoted as saying. Dangers in Greek exit He also warned against underestimating the dangers that would arise if Greece were forced out of the euro, directly countering a number of economists and politicians in Germany who have said that the risk would be manageable for Europe. “My efforts are to keep the euro zone united. In Germany, certain experts say that 'Grexit' would be a solution. I don't see anything good in that. We have to avoid this idiotic scenario," Tusk said. He said Europe needed to clarify its overall strategic approach to neighboring regions but he appeared skeptical about any intervention in chaos-ravaged Libya, where countries including Italy see a growing threat to European security. “Intervening would be the simplest thing but before you do that, we have to know how to continue afterwards. There needs to be a long term strategy,” he said. Appointed last year, Tusk's role as Council president involves steering policy meetings of EU leaders and trying to forge consensus in the union of 28 countries as it struggles to build economic recovery and tackle crises like that in Ukraine.

The first two weeks of the Boston Marathon bombing trial focused on the injuries and deaths from the 2013 attack: Survivors recounted losing limbs and loved ones as federal prosecutors told of the killing of a Massachusetts Institute of Technology police officer. Dzhokhar Tsarnaev's trial, which begins its third week on Monday, had been expected to last three to four months. But it is moving faster than anticipated, largely because the defense has not cross-examined many witnesses. On Thursday, Dun Meng, a Chinese national who moved to the U.S. in 2009 to attend Boston's Northeastern University, described being carjacked at gunpoint by Tsarnaev's older brother, Tamerlan, on the night of April 18, 2013, three days after the bombing. Meng said after he and Tamerlan drove around for 20 or 30 minutes, they pulled over on a street in Watertown and Dzhokhar drove up in another car. The brothers then took Meng in his car to a bank machine and Dzhokhar used his pin number to withdraw money from his account. Escaped car When Tamerlan pulled into a gas station and Dzhokhar went inside to pay, Meng bolted from the car and ran into another gas station for help. He described the encounter with the brothers as "terrifying." Tamerlan died following a shootout with police early the morning of April 19. Dzhokhar was captured hiding inside a boat that night. Tsarnaev's lawyer admitted during opening statements that he participated in the bombings and the later crimes, but said his brother was the mastermind who recruited the then 19-year-old Dzhokhar to help him. Prosecutors say Tsarnaev was a full and willing participant. Now 21, he faces the possibility of the death penalty if convicted. The same jury that decides guilt will decide whether he receives life in prison or the death penalty. Three people were killed and more than 260 injured in the attack.

The Russian military on Monday launched sweeping military maneuvers in the Arctic and other areas, a show of force ordered by President Vladimir Putin amid spiraling tensions with the West over Ukraine. The five-day Arctic drills involving 38,000 servicemen, more than 50 surface ships and submarines, and 110 aircraft are intended to check the readiness of Russia's Northern Fleet and the military's ability to deploy additional forces from central Russia. Defense Minister Sergei Shoigu said, "The new challenges and military threats require further increase of the armed forces' capabilities.'' As part of the exercise, the military will check its ability to beef up its forces on the Arctic Novaya Zemlya and Franz Josef Land archipelagos and protect the state borders on land, in the air and at sea, Shoigu said in televised remarks. Other tasks will include the airlifting of special operations forces to distant locations and efforts to counter the enemy's diversions. Other drills The military elsewhere in Russia also launched drills. About 3,000 troops drilled on Sakhalin Island, the Kamchatka Peninsula and other areas in the far east. In southern Siberia, the Russian air force launched maneuvers at the firing range in Buryatia, and in southwestern Russia, about 500 troops were involved in tactical drills on shooting ranges in the Stavropol region. The war games come as Russia-West ties are strained over the Ukrainian crisis and the West is also boosting its military preparedness. The United States is planning to conduct joint exercises with forces from Estonia, Latvia and Lithuania later this month. Putin, speaking in a documentary broadcast by state television late Sunday, said that Russia was ready to bring its nuclear weapons into a state of alert during last year's tensions over the Crimean Peninsula and the overthrow of Ukraine's Moscow-friendly president. Russian forces quickly took over Crimea following the ouster of President Viktor Yanukovych, blocking Ukrainian troops at their bases and setting the stage for a hastily called referendum on secession. Russia then annexed Crimea on March 19, 2014.

Russian president meets Kyrgyz head of state in St Petersburg after disappearing on 5 March amid speculation of ill-health, childbirth and palace coup
“It would be boring without gossip.” That, it seems, may be the only explanation the world will ever get from the Russian president, Vladimir Putin, about his whereabouts for the past 11 days – an absence that launched a thousand rumours of ill-health, childbirth or even a palace coup.
Putin, wearing a pink tie and in apparent good health, met with the Kyrgyz leader, Almazbek Atanbayev, in a St Petersburg palace on Monday, the first time he has been seen in public since 5 March.
